You can get it running by using compatibility mode! Just right-click the game's executable file, go to Properties, then the Compatibility tab, and set it to run in Windows XP (Service Pack 2) mode.

I got it running by installing the latest DirectX and Visual C++ Redistributable packages and setting compatibility mode to Windows XP. Worked like a charm!
