Honestly, I've been running Steam without admin rights and never ran into any issues. Not sure why you'd need to, but hey, to each their own!

Running Steam as an admin is super easy! Just right-click on the Steam shortcut on your desktop and select 'Run as administrator'. If you do this often, you might want to set it to always run as admin. Right-click the shortcut, go to Properties, then the Compatibility tab, and check 'Run this program as an administrator'. Voila! Steam now has all the power it needs.
