Make sure to use the latest Dolphin build. In Graphics > General, set 'Backend' to Vulkan. In Enhancements, use 1x native resolution. That should stabilize the frame rate!

Just use the NTSC version of the game. Easy fix, trust me.

Easy peasy! Open Dolphin, go to Graphics settings, enable V-Sync, then navigate to Hacks and check 'Skip EFB Access from CPU'. Boom, 30 FPS bliss!

Try turning off all enhancements and set the internal resolution to the lowest. Also, close any background applications hogging resources. It worked for me!
