To scan for anomalies in BitLife, make sure your character is in the military and has a job as an officer. Tap on your job, and you'll see the option to 'Scan for Anomalies'. Good luck with those radar blips!

Gotta be in the military and an officer. Then, while on duty, choose the 'Scan for Anomalies' option. Easy peasy!
