To scout in Dragon Ball Fusions, just head to the Scout Headquarters in the game's main hub. Use Energy obtained from battles to recruit new characters.
Honestly, if you can't scout, just keep fighting and collecting Energy until you can. It's all about persistence!
All you gotta do is beat the character you wanna scout in combat and then use the required Energy to recruit them.
