To see if a Pokémon has 100 IV, go to the Pokémon's details and click on 'Appraise.' Your team leader will give a rating; 3 stars and a red background means it's a 100 IV Pokémon!

Use the appraisal feature in Pokemon GO. If your team leader says it's perfect, congrats! You’ve got a 100 IV Pokémon.

Honestly, just hit the appraisal button and look for a 3-star rating with a red background.
