You need to be friends with them first! Otherwise, you'll only see photos they chose to share publicly.
Open Facebook, go to the user's profile, and click on 'Photos'—you'll see it all there (if they haven't blocked you).
Just visit the person's profile and click the 'Photos' tab. Easy peasy.
