You can enable the FPS counter in Steam overlay. Just press SHIFT+TAB in-game, go to Settings, and toggle the FPS counter on.

Console commands aren't always the best for FPS monitoring. Stick with overlays like Steam or third-party software.

For the simplest method, download MSI Afterburner. It shows FPS and many other performance stats.

NVIDIA GPU users can use GeForce Experience to monitor FPS. Just press ALT+Z in-game, click on Performance, and you'll see it.
