Super easy! Just hop onto your friend’s Steam profile, and right there in the public section, you'll see 'Wishlist' if they've set their preferences to public. Just click it to know what games they're dreaming about!

Ya can't unless they've set it to public, privacy settings and all that jazz. So, make sure you're actually Steam friends and they're cool sharing their wishlist.
