It's super easy! Just head to your friend's Steam profile. There should be a 'View wishlist' button right under their profile name. Click it, and boom, you're in! Just make sure you're friends on Steam and that they've set their wishlist to public.

TBH, just ask 'em. Privacy settings can sometimes make it impossible to see without them sharing.

No spy skills needed! Just go on their profile and hit 'View wishlist.' If you can't see it, their settings are probably set to private.
