Easy peasy! To see underwater in Terraria, you gotta grab yourself some Shine Potions or a Mining Helmet. Shine Potions give off light around you, and the Mining Helmet has a handy lamp on it that lights up the dark, including underwater. Don’t forget to keep an eye on your air meter though!

Just craft a Shine Potion! It's made with Bottled Water, a Daybloom, and a Glowing Mushroom. Mix 'em at a placed bottle or an alchemy table, and voila, you've got underwater vision.
