Head to Cetus on Earth and talk to Konzu. Complete the Saya's Vigil quest to unlock access to the Quills. You'll find them hidden on top of a staircase next to the main entrance after completing the quest.

Just go to Cetus and complete the Saya's Vigil quest. The Quills will be unlocked, and you can find them next to the main gate.
