To pick a leader in State of Decay 2, just max out a character's standing by doing missions and killing zombies. Then, head over to the community screen and select the character you want to promote. Easy peasy!

Max out a survivor's hero status by completing actions like quests and fighting off zombies. Then, go to the community menu and promote them to leader. Simple!
From my experience, the best way is to focus on one survivor, do missions, fight, and keep them healthy until they become a hero. Then, promote them in the community tab.
Just find the community screen and use someone with maxed out standing. Done.
