Honestly, just keep hitting the Start button and push the joystick up until it lands on level 11. A bit of a workout but worth it!
From experience, on some Tetris machines, you just need to press and hold the Start button while pressing the joystick up repeatedly to reach level 11.
For most Tetris arcade machines, selecting level 11 can be done by holding down the Start button and pushing up on the joystick until the level increases to 11.
