Once you hit level 30 and complete Capitol Building Stronghold, you can head to the Base of Operations and choose your Specialization.

Just hit level 30, go to the Base of Operations, and check out the Specialization Station. It's all yours from there!

You have to reach level 30 first, then you'll unlock the Specialization tab at the Base of Operations in Washington D.C. Head there and pick your poison!
