Just drive the Deluxo to any Los Santos Customs shop, and you'll get the option to sell it. Be warned though, you won't get back all the money you spent on buying and upgrading it.

Selling your Deluxo in GTA 5 is pretty straightforward. Head over to Los Santos Customs with your Deluxo. Once there, drive into the garage and select the 'Sell' option from the menu. The game will show you how much you can get for it before you confirm the sale. Just remember, you can't sell it if it's your only personal vehicle or if it's been heavily damaged!

Tried selling mine, but honestly, keeping it for missions pays off more in the long run. Just an opinion, but that flying car has saved me more times than I can count.
