Another slick workaround is to gift a specific game instead of money. Find a game your friend wants, purchase it as a gift, and send it directly to them through Steam. It's like hitting two birds with one stone: they get the game they've been eyeing and you get to be the awesome friend.
Actually, sending money directly isn't an option. Gotta go with gift cards or gifting games, folks!
