Easy peasy! Just head to the Steam store and look for the 'Digital Gift Cards' section. Pick the amount you wanna send, add it to your cart, and at checkout, you'll be asked to choose a friend from your Steam Friends list. Make sure your friend's been on your list for at least 3 days though. Bang! You've just made your friend's day a bit brighter!

Honestly, just PayPal them the money. Steam takes a cut, and with PayPal, they get all of it.
