Plug in each controller before launching the game and configure them within the game settings. Worked like a charm for me with Dragon Ball FighterZ!

If the controllers are fighting each other for dominance, consider using a tool like x360ce to map and separate their inputs. Saved my gaming sessions more than once.

I had the same issue! What solved it for me was using DS4Windows for PS controllers and reWASD for Xbox controllers to manage inputs.
