Setting Steam to offline mode is super easy! First, make sure you're actually online and logged into your Steam account. Then, click on 'Steam' in the top left corner of the client, and select 'Go Offline...' from the dropdown menu. A dialog box will pop up asking if you're sure you want to restart in offline mode. Hit 'Restart in Offline Mode', and you're all set to enjoy your games without an internet connection!

Just go to Steam > Go Offline... then restart it. You gotta be online first to switch to offline, though.
