First, you gotta complete the 'Old Guns' quest which you can grab from Preston Garvey in Sanctuary. After that, head to any settlement you're chummy with and enter the workshop mode. Cruise over to the Special section and find the Artillery piece - you'll need some resources to build it, so make sure you've been hoarding! Once it's built, assign a settler to man the station, and voila! Artillery support is yours. Don鈥檛 forget to grab the smoke grenades from the armory in the Castle to call in the strikes.

Honestly, artillery in Fallout 4 is more trouble than it's worth. Better off roaming with a Fat Man for when you really need to bring the pain.
