To share DLC on an Xbox 360, you need to transfer the content license to your friend's console using the License Transfer Tool. After that, they can re-download the content from their download history.

You can't share DLC on Xbox 360. Period.

You can share DLC on the Xbox 360 by signing into your account on your friend's console, downloading the DLC, and then doing a License Transfer. Easy peasy!
