Personal experience here: Make the PS4 the primary system for the account with PS Plus, and everyone on that console will have access to PS Plus perks. Works like a charm!

To share PS Plus, activate the PS4 as the primary console for the account with PS Plus. All other users on that PS4 will have access to the PS Plus features.
