To show FPS in Starfield when you're playing from the Xbox app on PC, you can use the Xbox Game Bar overlay. Just press Win + G, select the 'Performance' widget, and you'll see your FPS and more!

I'm pretty sure the Xbox console itself doesn’t show FPS, but a third-party FPS counter might do the trick if you're on PC.
