Super easy! Just launch the Steam client and head to 'Settings' > 'In-Game'. There, you'll find an 'In-Game FPS counter'. Pick the corner of the screen you want it to show up in, and bam, you're set to see your FPS in all your games!

Honestly, third-party apps do it better. Steam's FPS counter is pretty basic.
