Click on the PlayStation Network icon and hit 'Sign In.' If you don’t have an account, you can create one directly from there. Took me like 2 minutes the first time.

From the PS3 home screen, scroll and find the 'PlayStation Network' section, then select 'Sign In.' Enter your email and password. Done!
