Make sure you have fresh batteries or a good charge on your controller. Sometimes, a weak battery can cause sync issues.

First, power on your Xbox One console. Then, press and hold the sync button on the front of the console until the Xbox light blinks. Now, press and hold the sync button on the controller until the controller light blinks. Both should eventually stop blinking, indicating they are paired.
