Just hit and hold the spacebar (if you're on PC) or the corresponding skip button (X on PS4, A on Xbox One) as soon as the cutscene starts. Most cutscenes in GTA Online can be skipped this way, but remember, some story-related ones are unskippable to ensure you get the plot!
From my experience, just keep spamming that skip button right when the cutscene kicks in. Works like 90% of the time unless the game really wants you to see something.
