Honestly, the best way is to just turn it off in the game setup settings. Trust me, it makes starting a new game much quicker!

Alternatively, if you missed it during the setup, you can always restart your game and make sure to uncheck the tutorial box this time.

You can skip the tutorial in XCOM 2 by selecting the 'Disable Tutorial' option when starting a new game. It's right there on the setup screen!
