Just use the cheat code, dude. On consoles, hit up Right, Left, L1, L2, R1, R2, R2, Left, Left, Right, L1 and you'll get yourself a helicopter. Simple.

Honestly, why cheat? Just play the game as it's meant to be played. Helicopters can be earned through missions and gameplay.
