Yo, wanna make some chaos with raiders in Fallout 4? Easy peasy. Just pop open the console with the tilde key (~) on your PC, then type 'player.placeatme NPC_ID #', where 'NPC_ID' is the code for raiders (you can find these codes online or in a modding guide) and '#' is how many you want to teleport to your location. I wouldn't spawn raiders if I were you. Messes with the game's balance and can ruin the fun. Just explore and let them come to you naturally. Much more satisfying that way.
