Just had this happen to me! Do something illegal like pickpocketing or attacking someone, and the guards will throw you in jail with Neshar. Easy peasy!

Simple solution: Get yourself arrested! Just commit a minor crime nearby and they'll throw you in the same jail where you can find Neshar.
