Oh, you wanna tag some turf? Easy peasy. Just walk up to a spray paint icon (they're dotted around the map), and then, once you've got a spray can in hand, target the spot you wanna decorate. Right-click to aim, and then click the left mouse button to unleash your inner artist. Voila, the city is your canvas!
