To start a fire in Brookhaven, just click on the house icon, then go to the house you want to interact with, and select 'Disaster Pack' to cause a fire. It's a hot feature, literally!

You can't start a fire in Brookhaven unless you have the Disaster Pack. Once you do, head to the house controls and set it ablaze.
