To start a Lich in Warframe, just complete the 'War Within' quest, then run some Grineer missions until a Larvling spawns. Kill it to create your Lich!

First, finish the 'War Within' questline. After that, find and kill a Kuva Larvling in a level 20+ Grineer mission to spawn your Lich.
