To start Amoral Combat in Fallout 4, you gotta keep hangin' around Nuka-World and be the Overboss. The trick is — after taking over the park, wait for a raider to approach you with the quest. They'll come running with a message about someone challenging your mighty status. If no one's coming up to you, take a stroll around the park, or exit and re-enter the area. It's kinda like waiting for a bus, sometimes it just needs a little patience!

Honestly, just enjoy Nuka-World, and this quest will pop up when it's good and ready. No need to rush; the raiders will find you when they think you're worthy. It's more about enjoying the journey than speeding through it.
