Firsthand experience – you gotta be in tight with the Institute or the Railroad to even get a sniff at the Battle of Bunker Hill. I was chilling with the Institute, followed their quest line, and bam, got the mission to start the battle. The key is sticking with the main quests until the game says it's go time.
