Starting Cait's quest in Fallout 4 is all about building a strong relationship with her first. Travel with Cait as your companion, engage in brawls, pick locks, and generally embrace the more... questionable side of the Wasteland to impress her. Once your affinity with Cait is high enough, she'll open up about her personal struggles, triggering her quest, 'Benign Intervention.' Take her to Vault 95 to confront her past and help her through it!

Actually, I found that just spending a ton of time with Cait and occasionally being a bit of a troublemaker was enough to trigger her quest. Didn't even have to try too hard. Just keep her around and the quest will pop up eventually.

lol just take Cait to a bar fight and pick some locks. She loves that stuff. When she's your BFF, she'll give you the quest.
