To kick off Dangerous Minds in Fallout 4, you first gotta complete the 'Hunter/Hunted' quest. After that, head back to Goodneighbor and find Nick's detective agency. Here, you'll engage in a convo with Nick and Piper, leading you to Dr. Amari at the Memory Den. That’s your ticket into Dangerous Minds, my friend.

Honestly, just follow the main questline and it'll lead you straight to Dangerous Minds. You can't miss it if you're completing missions in the order the game kinda nudges you towards. Did it without even realizing it was a 'thing' till later.
