Honestly, folks tend to overcomplicate it. Go to Charleston, find the Terminal in the Capitol Building. That's all there is to starting Eviction Notice. The real challenge? Finishing it.

Just head to the Charleston Capitol Building, easy peasy. Look for a Terminal, interact with it, and boom, you're on your way to serving some eviction notices, Fallout style.
