Just play through the Nuka-World DLC and make sure you're not too nice to all the gangs. Power Play doesn't like that. It's all about making tough decisions.

To kick off Power Play in Fallout 4, you first need to complete a bunch of quests for the raider gangs in Nuka-World. After you're deep enough into the Nuka-World main questline, you'll have to make some tough choices that'll upset one of the gangs. Once you've done that, the quest "Power Play" will automatically start. So basically, keep playing the raider quests in Nuka-World, and you'll get there!
