To start the Rising Tide quest, you need to build a Dry Dock in your Clan Dojo. Once that's done, visit the Dry Dock and speak to Cephalon Cy to kick off the quest. Have fun building your Railjack!
First, join or create a clan and then build a Dry Dock in your Clan Dojo. After that, head to the Dry Dock and interact with Cephalon Cy to begin the quest.
As someone who's done this recently, I can tell you it's pretty straightforward but a bit resource-heavy. Join a clan if you're not in one, contribute resources to build the Dry Dock, and then just talk to Cephalon Cy. Happy flying!
