Hot take: Just disconnect from the internet and launch Steam. It'll whine a bit but should automatically kick over to offline mode.

Honestly, I always forget to switch to offline mode while I'm still connected. But the cool thing is, if your internet goes down and you try to start Steam, it usually offers the option to start in offline mode itself. Works every time for me when my net is being moody.

To start Steam in offline mode, first, make sure Steam is completely closed. Then, reconnect to the Internet if you're not already connected. Open Steam, and as it starts to connect, go offline by clicking 'Steam' in the upper left corner, then 'Go Offline.' Click 'Restart in Offline Mode' and you're set!
