To kick off the New War quest, you'll need to have completed the Chimera Prologue, Erra, and The Maker quests. Head over to your Codex on your ship and it'll be right there waiting for you!

First, make sure you've finished the prerequisites: Chimera Prologue, Erra, and The Maker. Then, just check your Codex and accept the quest.
