To steal an artifact in Starfield, you gotta be sneaky: use stealthy approaches, distract guards, and maybe hack a few terminals to bypass security systems.
From personal experience, I found using stealth skills and upgrading your lockpicking abilities made it WAY easier to nab those shiny artifacts.
Just walk up, grab it, and hope for the best! (Not recommended if you don't want trouble.)
