Honestly, the best fix I found was to limit my FPS to 60. Anything higher and my game started doing the cha-cha with the frame rates. Also, make sure vsync is on, it helps keep things steady.

Nah, the real problem is background apps. Close everything you're not using. GTA 5 needs all the resources it can get. If you're running a browser with 30 tabs and Discord with all its GIFs, you're gonna have a bad time.
