Honestly, just uninstall it. If a game starts popping up when you don't want it to, it's not worth the hassle. Reinstall it later if you miss playing.

Make sure it's not part of your devices' automatic startup or scheduled tasks. Both Android and Windows have features that let apps start up automatically, which can be a pain. Disable these features for PvZ, and you should be good.
