Verify the game files on Steam: Right-click TF2 in your library, go to Properties > Local Files > Verify Integrity of Game Files. If that doesn't help, try updating your graphics card drivers!

Make sure you run TF2 as an administrator and disable any overlays, like Discord or the Steam overlay. Sometimes those can cause issues.
