Quick and easy: mute the controller's speaker by pressing the mute button. Voila, no more voice chat from the controller!

Had the same issue! What worked for me was going to the control center (press the PS button), then adjusting the chat audio settings there.

You can also go to Settings > Sound > Audio Output and change the output device to something else, like your TV or a sound system.
