Summoning a sandstorm in Terraria isn't something you can do at the flip of a switch. Sandstorms in Terraria are naturally occurring events in the Desert biome and start at random. So, no special item or ritual will bring one about on demand. Your best bet? Hang around the Desert biome and wait for the winds of fate to bring a sandstorm your way.

Actually, you CAN't manually summon a sandstorm. They're totally random. Just spend some time in the desert and hope for the best. Good luck!
